Brad Yacobian was a member of Starfleet in the 24th century.

As a vice admiral, he was listed as Starfleet Administration personnel on the dedication plaque of the starship USS Brattain in 2345. (TNG: "Night Terrors")

In 2353, Yacobian was listed on a directory placard as having an office in room 35951 on Starbase 32. (TNG: "Violations")

On stardate 44820.5, with the title of captain, Yacobian was listed as Starfleet Orbital Operations personnel on the dedication plaque of the starship Sutherland. (TNG: "Redemption II")

With the rank of admiral, he was listed as a Starfleet Command official on the dedication plaque of the USS Pasteur. (TNG: "All Good Things...")

He was listed, as Starfleet Command personnel, on the dedication plaque of USS Voyager when it was commissioned in 2371. (Star Trek: Voyager set artwork)

In 2373, Yacobian was listed on the dedication plaque of the starship USS Prometheus (NCC-59650), in the group of names of representatives from Starfleet Operations. (VOY: "Message in a Bottle" set artwork)

His name appeared also in the Voyager crew manifest, retrieved from the computer in 2374, with the title of lieutenant commander. He served in the planetary geosciences division. (VOY: "Parturition", "The Killing Game")

Yacobian, who was listed on various pieces of background artwork, was named for production staff associate Brad Yacobian. It isn't clear why he was listed as a vice admiral in 2345, and then as a captain in 2367 and then as a full admiral on another date, but its possible he was an admiral in command of a ship, granting him the title of captain. Its also possible that he could have stepped down to a lower rank.
