Bullock was a Human Admiral assigned to Starfleet Command in the mid-2370s. His persona was used by one of the Species 8472 in a training facility designed to accurately simulate Starfleet Academy. He was assisted by Lieutenant Kinis. (VOY: "In the Flesh")

The 8472 version of Admiral Bullock was played by Tucker Smallwood.
