Governor Delaplane was the leader of the planet Pacifica when the USS Enterprise-D was scheduled to stop there on a scientific mission in 2364. He contacted Starfleet when Captain Picard canceled the visit due to events occurring on Earth. (TNG: "Conspiracy")
