Donald Kaplan

Commander Donald Kaplan was the chief engineer of the USS Intrepid in 2370. He attended Starfleet Academy with Geordi La Forge, with whom he regularly engaged in power conversion efficiency contests. (TNG: "Force of Nature")

It is likely that Kaplan was serving on the USS Intrepid (NCC-74600) at the time, considering that he was challenging the warp core efficiency rating of the top-of-the-line Galaxy-class starships.
