E.M. Rauch was an individual who has been associated with the quote:

This quote would later appear on the dedication plaque of the 29th century timeship Relativity. (VOY: "Relativity")

This may be a reference to Earl Mac Rauch, writer of the film The Adventures of Buckaroo Banzai Across the Eighth Dimension!. In actuality, the quote is considered to have come from Albert Einstein.
