According to a deleted scene in ENT: "Broken Bow", Elkan Nine was a starship that approached a trade outpost on Rigel X in 2151. The starship's approach vector was too steep, so the outpost's dockmaster advised the crew of Elkan Nine to raise their approach vector by 0.2 radiants.
This information is featured in both the script and novelization of Broken Bow and is mentioned in a deleted scene released in the ENT Season 1 DVD.
