Fellebia

Fellebia was a location, known to Doctor Phlox, who once advised T'Pol that "when in Fellebia, do as the Fellebians do." (ENT: "Unexpected")

This phrase is a twist to the classic phrase "when in Rome, do as the Romans do." Considering the similarities in context of the two usages, it would reasonable to assume that Fellebia, like Rome, is a city, or other settlement.
