Admiral Gene Roddenberry was a top Starfleet official, serving from the late 23rd century well into the 2370s. He served as the chief of staff for Starfleet around the time of the 2360s.
In 2285, Gene Roddenberry was listed on a directory placard found on the 2nd level of Starfleet Academy's Starfleet Training Command. (Star Trek II: The Wrath of Khan)
On stardate 9715.5, G. Roddenberry was listed as a Starfleet Command official on the dedication plaque of the starship USS Enterprise-B. (Star Trek Generations)
In 2353, Roddenberry was working at Starbase 32 in room 15850 and was listed on a directory placard. (TNG: "Violations")
He was listed as a senior Starfleet Command official with the rank of Admiral on the dedication plaque of the starship USS Pasteur. (TNG: "All Good Things...")
By 2363, Roddenberry served as chief of staff for Starfleet, and was listed on the dedication plaques of several starships:

Arturis did his research well when creating the fake starship Dauntless NX-01-A; he even listed Roddenberry as the chief of staff on the fake dedication plaque in VOY: "Hope and Fear".
