Halkan Council

The Halkan Council was a goverment entity of the Halkan species in the 23rd century. The council had the authority to conduct diplomacy and make trade agreements with foreign powers.

The Council spokesman in 2267 was Tharn, who informed Captain James T. Kirk that the Federation's request to mine Halkan dilithium sources had been denied. (TOS: "Mirror, Mirror")
