Hierarchy species

The Hierarchy species were a species from the a region of space near the Beta-Delta Quadrant border that controlled the Hierarchy. The true name of this species is unknown to the Federation. The species was known to have been consistently skilled in espionage.
Physically the species was humanoid with dull brown skin and few distinguishing features - hairless, and with few noticeable facial features.
They used surveillance on passing ships for future raids. This was done by special surveillance ships, hiding in nebulae for example, which used sensors to assess the tactical risk of attacking passing vessels and the available loot. They used cloaked ships to sneak up on vessels. They had several different attack patterns, such as a Type 3 stealth assault and a Type 4, which used increasing amounts of energy. The Hierarchy was meticulous when it came to the use of energy and resources on its vessels. Every planned use was to be reported and consulted with the Hierarchy, attempting maximum efficiency.
The Hierarchy itself was regularly consulted by crew of its ships using a special communication system. In the 24 century, the current situation was detailed on a sort of PADD, then entered in a slot next to a display, which was cylindrical in form. After a few moments, rectangle of colored lights appeared on the display to indicate the Hierarchy's decision. Judging by the response time, the Hierarchy was either extremely well organized, or a limited number of people had to consent, or it involved a computer system.
The social and working ethics differed dramatically from Starfleet in that every crew member had one duty and work station, hardly any social contacts and limited access to the ship. Some members of the Hierarchy were known to leave their territory and explore other areas of space. (VOY: "Renaissance Man")
- Physically, the Hierarchy appear to have a similar form to a Sontaran from Doctor Who.
