Kennelly

Vice Admiral Kennelly was a Starfleet flag officer in 2368. Believing that Bajoran terrorists were responsible for attacking a Federation colony, Kennelly made a pact with the Cardassians to eliminate them. His plan was to be carried out by Ro Laren aboard the USS Enterprise-D, however he was found out and presumably disciplined. (TNG: "Ensign Ro")

Kennelly was portrayed by actor Cliff Potts.
