Leyton was a vice admiral in Starfleet in the 24th century.

Before rising to the rank of admiral, Leyton was once the captain of the USS Okinawa. Benjamin Sisko served as his executive officer. The two were serving together while the Federation was fighting a war with the Tzenkethi.

During the conflict, the Okinawa once encountered several Tzenkethi raiders. At a staff meeting Sisko said chasing them was an "unnecessary risk". Even though Leyton overruled him, Sisko followed him into his ready room, still stating his point. Leyton told him "a good officer has to respect the chain of command. There comes a time when you have to accept the orders of a superior officer and carry out his orders, whether you agree with them or not". Sisko would remember what Leyton told him for years.

In 2369, Leyton recommended Sisko for the command post at Deep Space 9.

By the early 2370s, Leyton had risen to the high-ranking role as Chief of Starfleet Operations on Earth. Shortly after a Changeling revealed to Constable Odo that the Founders had infiltrated the Alpha Quadrant, Leyton and a delegation of high ranking Starfleet officers met with Federation President Jaresh-Inyo. He recommended introducing more stringent security measures on Earth to combat the new threat. Jaresh-Inyo rejected the suggestions, calling them "extreme".

Leyton resigned his commission after a failed plot to initiate a military coup by taking advantage of the Changeling threat to Earth in the prelude to the Dominion War. The plot was exposed when he attempted to frame Sisko of being a Changeling after Sisko learned that there were only four Changelings on Earth; despite his best efforts, Sisko was freed, thanks to Odo. As the Defiant came to Earth to help Sisko – bringing the machine that Leyton had used to make the wormhole open and close at random, giving the impression of a cloaked fleet coming through – Leyton tried to get rid of it by sending the USS Lakota after it, claiming that the crew had been replaced by Changelings. However, when ordered to destroy the ship, Captain Erika Benteen stood down and allowed the ship to bring the evidence to Earth, thus ending Leyton's attempted coup. Leyton was played by Robert Foxworth. The script of "Homefront" states that Leyton is "a veteran of conflicts with the Romulans, Tholians, Cardassians, and Borg."

According to the Deep Space Nine novel Hollow Men, Admiral Leyton's first name was James. The novel shows Sisko going to meet Leyton in the New Zealand Penal Settlement.

The character has also appeared in the Star Trek: The Lost Era novel Catalyst of Sorrows and is also to be featured in an unnamed novel about the Tzenkethi War in the same series.
