M. Howard was a 22nd century member of Earth Starfleet, one of the officers listed on the dedication plaque of Enterprise (NX-01). Howard was listed in the group of names of representatives from Starfleet Command. (Star Trek: Enterprise set artwork)

In January of 2155, Howard was a flight director at the Fleet Operations Center on Earth. Howard's office was located in room 1037. Fellow flight director L. Burton also had an office that room. (ENT: "Demons" set artwork)
