Marseilles was a hologram, based on Tom Paris, that was a character in a holonovel written by the Doctor entitled Photons Be Free.

He was brought to sickbay with a slight concussion. When the person playing the EMH refused to treat Marseilles first, and wanted to treat a more serious patient, Captain Jenkins would kill the other patient so that Marseilles would be treated. He was a womanizer, although he was married to Torrey, a character based on B'Elanna Torres. (VOY: "Author, Author")

The character name "Marseilles" was derived from the city of Marseille, France, where Tom Paris spent much time playing pool in a tavern called Sandrine's. (Paris later re-created Sandrine's on Voyager's holodeck in 2371, stardate 48546.2.) (VOY: "The Cloud")

Like Paris, Marseilles was portrayed by Robert Duncan McNeill. The name appears to have been chosen as a joke, since Marseilles is a city in France, as is Paris.
