The Voth Ministry of Elders is the ruling body of Voth civilization. It has maintained power for thousands of years in the Delta Quadrant, although it is unclear exactly when it came into power.
Leaders such as Minister Odala enforce Voth Doctrine quite strictly. Anything that goes against Doctrine is considered heresy. (VOY: "Distant Origin")
