Jal Surat was leader of the Kazon-Mostral in 2372.

His sect was an enemy of Jal Cullah, but he joined his former enemy when he saw the technology that became available to Cullah after Seska's defection to the Kazon. He was also a member of the group that attended a peace conference with Voyager, which was ambushed by the Trabe. (VOY: "Maneuvers", "Alliances")
