Takara is the homeworld of the Takaran species.

The Takarans developed an extremely redundant internal physiology, which could indicate that the planet's environment is extremely inhospitable to most forms of humanoid life. (TNG: "Suspicions")

Since Dr. Crusher knew little of Takaran physiology and also stated Jo'Bril was the first Takaran she'd ever met, it is unlikely that Takara was a Federation world.

Takara is also, presumably, the home of the Takaran wildebeest. (DS9: "Crossfire")

Takara may actually be located in the Takara sector, near the borders of the Alpha and Beta Quadrants. However, there is no evidence to support this either way.
