We only know of Vulcan and Earth (per "Gambit, Part I" or "Gambit, Part II"), the rest is conjecture. Most likely based on the fact that Andorians and Tellarites were the major players in "Journey to Babel". -- Kobi 14:15, 14 May 2004 (CEST)

Fans have generally assumed Andorians and Tellarites to be founding members but it wasn't until "Zero Hour" that it was actually confirmed.
