I was watching Star Trek II: The Wrath of Khan and was wondering about Regula I and the Genesis Project. Were they separate to the Federation/Starfleet? I assume they are but it's a bit confusing. David Marcus first says "Everytime we have dealings with Starfleet I get nervous", then Dr Carol Marcus says that the Genesis Project is a proposal to the Federation. Can anyone clear it up for me?
