Vincent van Gogh was a famous Dutch Human artist.
Zibalian trader, Kivas Fajo, had an extremely rare and valuable van Gogh original painting, entitled The Starry Night, among his personal collection in 2366. (TNG: "The Most Toys")
In 2370, Benjamin Sisko cited van Gogh as an example of a pessimist who created something of great worth, along with Beckett and Y'Raka. Gideon Seyetik described their works as "dreary, dark and depressing". (DS9: "Second Sight")
In an alternate timeline, The Doctor ultimately names himself "van Gogh." (VOY: "Before and After")
