Voval was an Iyaaran ambassador.

In 2370, while two other Ambassadors were assigned to the USS Enterprise-D, he was going to pilot Captain Picard to Iyar. He was able to assume various identities. He crashed his shuttle and assumed the identity of a woman, named Anna, in order to learn the Human concept of love. (TNG: "Liaisons")
