Woo was a professor at the Daystrom Institute in the 24th century. While there he had extensive dealings with Vash and twice suspended her membership from the Institute's Archaeological Council. Despite this, in 2369 he attempted to convince Vash to take a lecture post at the Institute following her extensive time exploring ruins in the Gamma Quadrant. (DS9: "Q-Less")
